when i open enchanting table, there is item, enchantment and soul gem, as item i choose gold ring, as soul gem- grand soul gem ( it doesnt matter), but when i click on enchantment, theres nothing to choose (zero choices), so maybe this is bug, or i need to buy something, sorry im noob in skyrim. so thats all, thank you for answers (sorry for my bad english)

You need to find an enchanted item and disenchant it, which destroys the item but gives you the enchantment

What EElder said. In the menu after you go to the enchanting table I believe the top selection is "Disenchant." You can destroy any armor, weapons, jewelry, etc that have enchantments to 'learn' that enchantment.

EDIT:

Keep in mind, what you disenchant does not = a 1for1 replication in what you learn. At low levels, let's say you disenchant 20% bonus for armor. You might only learn and be able to use 7% armor bonus -- you can do higher levels as you learn enchanting.
