Enchantment Questions

So, I'm at Enchantment level 91. For the most part, I waited to begin Enchanting items till now and all of my level advancement for it has been through recharging my magical items with Soul Gems and/or Training. I'm past 90, so now no more training. I want to get to 100 to be able to enchant 2 effects on one item.

Ok, so I began my first enchantment. I picked a item I wanted to "learn its enchant" from to then have that enchantment ability. Well the first issue I see is, it seems to lower the levels of the effect. For instance, I have a Magic Regenerates 100% faster item. I destroy it to learn it. And the enchantment ability I have now is Magic Regenerates 10% faster ! WTF ? Or I have a Increase Magica by 70 item I destroy to learn its enchantment, and damn man, when I destroy it, the enchantment ability I have now is Increase Magica by 20 !!!

So, I stopped right there and turned off the game so I can reload later to a earlier save and do this right once I learn from you guys.

My questions before I go any further is this.

1 - Is there later any way to increase these SAME enchantment abilities I just learnt to their original effect amounts or even more ?

2 - Or am I suppose to do something differently or be at a higher level to get the full effect amount when disenchanting the first time ?

3 - If I go further into the enchanting process (which I didn't do yet), is there that thing like in Oblivion where I can dial in my desired amount of the effect for a higher cost ? Hence solving this issue I am afraid of.

4 - Seeing what my issue is here, maybe I am not asking the right questions, so if you know what I am getting at, and have a solution can you please inform me ? Thanks !

See ultimately the issue is, I have some irreplaceable pieces that have great effect amounts. If I destroy them to learn their enchantment effects, fine, but to not have their same amounts/%'ages of effects is really not worth destroying the item UNLESS their is a way to increase your learnt enchantment effect amounts.

Youn need to invest perks into enchanting, fill all 5/5 in the bottom then pick the two perks in the tree that lead to dual enchanting.
You do not want to disenchant anything with a +100 to a Resistance or Skill, because you can not duplicate a +100 Enchant without exploiting the Restoration Glitch.
