It is Advanced PA that the Enclaved used in FO2 but it's not clear yet if that person is Enclave or just using Enclave tech.

It is that is Advanced Power Armor Mk. II the Enclave Power Armor from Fallout 2.

Theres already a thread about the armor. As to Enclave, I doubt there will be a government Enclave, perhaps a remnant or little ragtag community maybe.

That's most likely the PC in Enclave armor as evidenced by the Pip-Boy. I think there's an Enclave remnant around since the Enclave wasn't using that type of weapon 100 years prior.
