[REQ] Encounter roaming NPC's, not spawning ones

In Skyrim, many characters appear at spawn points, that spam transient encounters (when you leave the cell, most of them usually vanish immediately). I find that too obvious, too random, and too unrealistic.

In Oblivion, many NPC's actually traveled from city to city, and if you met them on the road, they were truly on their way from A to B, and were not merely thrown into that location by chance. The overall impression of the encounter was much more realistic.

I originally thought, that perhaps Skyrim does not support the processing of distant roaming NPC's, but then I noticed, that Gaius Maro does precisely that (although with some pathing issues).

There are many characters, that I would prefer to see removed from such spawn lists and placed into the world to truly roam in it, some are given here:
- M'aiq
- Deep-in-his-Cups (only one non-respawning copy, please)
- the traveling bard
- the vigilants of Stendarr
- the various hunters

I would appreciate it, if achieving this were possible and if there were a mod to do it.

(Or perhaps there is, but I haven't noticed)
