Enemies not attacking

as the title says for some reason sometimes hostile npcs won't attack. in fact, they just stand there and let me whack 'em a few times then run away. i noticed the problem a long time ago, but it was not very common. now it is happening a lot more (like more than half the convicts in primm were not attcking me), and since the issue started so long ago i can't pinpoint the problem mod.

I experienced this while using IWS. Try and see if you can isolate this by observing in game the location of the NPC. In my case, it was some Jackal Gang members who at a location where there are normally no spawns in the default game, that's how I knew it was IWS.
