energy weapon ammo

after all this time i finally started using energy weapons but the ammo seems to be more scarce with people only sellin small amounts a time which is why
i never used them.who sells larger amounts.i also thought they were less powerful till i picked up a guass rifle yesterday.WOW that things a canon.1 last thing
does the energy ammo work against all types of armour unlike bullets

The following people sell large quantities of Energy Weapons ammunition:

Quartermaster Bardon at Hoover Dam Offices (lower section)
The Khans' Armorer at Red Rock Canyon (cellar of the trashed house at the canyon mouth)
The Van Graffs at the Silver Rush (their inventory is known to 'lock up' and not refresh, however)
Knight Torres at the BoS Bunker

All of these save the Van Graffs have to be unlocked first prior to selling to you:

Bardon requires you either have Liked reputation with the NCR and pass a 50 Speech check or obtain authorization from Colonel Moore during For the Republic, Pt. II.
The Khans' Armorer requires you have Liked reputation with the Khans- resolving Boulder City Showdown such that they leave peacefully and teaching Jack at the Drug Lab a couple of recipes will accomplish this.
Knight Torres will sell conventional arms/ammo to you if you have started the BoS quests, however you have to finish said quests to gain access to the EW and their ammo.

Upon completion of Still in the Dark there will be a crate on the Level 1 landing in the BoS Bunker with a random supply of basic ammo- this crate will refill every few game-hours provided you exit the bunker completely (i.e. to the Mojave) before going back for more.

Really I just had to go back up the stairs and out the door. I never really bothered to exploit it as by that point I'd have enough energy weapon ammo anyway.

That never seems to work for me, but then I haven't tested it since a couple of patches ago.

You're right that it isn't necessarily needed, and I seldom try to rely on it, but if you can manage it early in the game (which isn't easy) a free source of EW ammo is a priceless commodity when one is still trying to build up a reserve stock.
