RP Enforcement on RP Servers

If we are to get RP servers, an important thing (well, the most important things) is / are - If there is RP, will there be rules to RP (Like, as an example from an un-named Planet of Warfare, you need to have a name that fits the in-character environment, do not disturb other RPers with stuff like "lol u n00bs rping sux!"). If there are rules, the even more important question is...

Will these rules be enforced by Game Masters?

If you have played a certain Globe of Siegecraft, and have RPed on a RP server, you'll know (This is certainly the case for Moon Guard US and Argent Dawn EU) that RP rules are NOT enforced AT ALL. Although I'm not one to talk for bad names (A rogue called Butthead), the RP harassment is rampant. If you do report the person, there is a slim, slim, SLIM chance that your report will be seen. This isn't because of too many reports, this is because the un-named Lizzard company's GMs have, undoubtebly, become lazy and complacent. I've dealt with a few RP disrupters, sent in a few reports, none of them we're replied. None of them.

To Chris, Masthead and gamesas, please answer this question. Fallout Online is the best, BEST idea to RP in. I've been waiting for a game like this since I was playing Unreal 2004 at the age of 3 or 4. I really don't want the perfect RP experience ruined by a few idiots looking for a good laugh out of ruining other people's immersion, and I'm sure every other person on these forums looking for RP dosen't want it either. You are being served by Nymus powered by black boyshorts with black lace, a pink bow, and pink ribbon and a hot pink and black lace, totally frilly.

1) This is not the place to say "game such-and-such doesn't 'enforce' x rule'
2) RP servers are in the mind, and not written down
3) Why should GMs have to force the rules of 'role-playing'?
