Could Bethesda or a modder - make it possible to auto fit an entire outfit for ease and practicality. say you assign a light armor set to pretend to be a bandit when you clear a bit at a time. or just in general to not rummage through your inventory?

I know someone has made a chaining command system for voice control, which includes equipping weapons and spells (as well as using them), so it sounds plausible that armour/clothing could also be mass-equipped by such a command. However, I don't know of anyone working on it, voice activated or otherwise.

You can do it with the configurable favorite menu mod, by setting it in the ini

http://skyrim.nexusmods.com/mods/4862 has "Equip sets" that you can make to select multiple items with one hotkey. They have to be configured in an .ini file out of the game though.
