ESP to ESP

I'm having trouble getting an ESP to refer to another ESP file that I've put new items into. Didn't oblivion allow you to do that, or am I wrong?

If that is the case, what can I do? Should I convert the ESP to an ESM? Will the CK even load up two ESM's (a converted one and the Skyrim master)?

Engine allows .esp masters, but the editor does not. You can do what you're after using WryeSmash.

ESPs can refer to each other, but as soon as you open one back up in the CK the reference will be removed (so, not particularly helpful). Changing one to an ESM is basically the only way the other can refer to it.

You can load more than one ESM, you might just need to add the line:
bAllowMultipleMasterLoads=1
into the SkyrimEditor.ini that is in the Skyrim folder.

If you are planning on using SteamWorks however, I don't believe there is any way to upload an ESM file.

That may be true, but I'm not seeing that. I have an ESP file that has several new hair styles and armors in it. If I load it along with another ESP file that I'm using to modify some NPCs in, I can see the hairs and the armors fine, I can assign them to the NPCs fine... but they do not appear on the NPC in the game. Which is why I'm considering switching one of the ESPs to an ESM.
