Figured I'd ask this in the G.E.C.K forum since you folks have hands on access to the game tools and are much more likely to have an answer.

1. Does perception affect weapon spread, or only VATS accuracy?
2. Would the 20% reduction in accuracy noticeably affect a weapon with 0.02 or 0.03 spread (Sniper Rifle, Anti-Material Rifle)?
