I'm trying to get to The Fort. After search through online guides i found out that I can get there using a ferry from cotton wood cove. I'm supposed to go to the have completed dock and there option for the ferry. I dont receive an option. Am I doing something wrong or is this a new bug.

You can only use the ferry after receiving Caesar's Mark which you get after confronting the guy that shoots you in the intro.
