A few questions for my 2nd play-through

Hi guys :)
I kinda want things relatively perfect for my second go. So i thought i should clarify a couple things before i start up.
There are a few things that are unclear to me.
First off, i was wondering if the Perception "SPECIAL" skill really boosts your accuracy with all ranged weapons. The wiki says
"Contrary to what designers said pre-release, perception has no independent effects on ranged weapon accuracy. It affects distance at which enemies are detected."
I am unsure what to think when reading that statement. If the designers said that pre-release, then shouldn't they have had time to make it so by now?!

2nd question: I am pretty sure that the game says strength increases weapon effectiveness, and NOT melee weapon effectiveness. Although the fallout wiki says "Strength in New Vegas modifies Melee Damage, Carry Weight, Melee Weapons skill and which weapons you're strong enough to use."
Of course i could be wrong...
(I realize that i really didn't ask a question here but I'd still appreciate an answer)

3rd: Agility says nothing about increasing Action points (although I'm pretty sure it does, plus fallout wiki says the same thing), it just says Action Point Regeneration. So to be a 100% sure, does Agility increase AP?

Lastly i was wondering if Cherchez La Femme/Confirmed Bachelor and Black Widow/Lady Killer do 10% more damage to feral ghouls as they where human ones?
This one isn't important but i might as well ask it.

Answering question 1 to 3: The wiki's explanation is correct. Although strength can also be important for using guns. There are minimum requirements, for example: the AMR requires 8 strength, a plasma rifle only 3. If you don't have enough strength for a weapon your aim becomes shaky.

I don't think those gender based perks work on feral ghouls, because they aren't defined ingame as female or male. But they might work on the non feral ghouls. Not sure though.
