I have been looking everywhere for a fortify destruction item (not those fortify destruction + magicka regen items) but I can't seem to find any. Does anyone have tips for finding a fortify destruction item so I can disenchant it to learn its effects? I could then use it for reducing mana cost from destruction spells.

I'm pretty sure it's random.
Another poster mentioned that the store "Radiant Raiment" in Solitude sells a lot of enchanted apparel, more so than other merchants.
