Looking for flawless sapphires and flawless amethysts, as part of a quest.

Obviously they can be found mining though I think drop rate is very low, or they are a scaled item. Anyone know of a gem vendor, perhaps?

I think there was some kind of jewellery vendor in markath. Don't count on that tho. I got couple of flawless amethysts from those enemies at deepwood redoubt (i don't remember their name ).

Flawless Amethysts drop pretty regularly from silver mines, and I got a few from quest rewards, too (but I think that's random).

Flawless Sapphires, though, I'm having a hard time coming across. I've mined every single kind of mine multiple times and never got one to drop.
