Ooo I see...well on the one hand this safe areas would be nice, but on the other hand this is a Fallout universe...so the player using a skill steal - wont have too much purpose...but this is also not the problem...the problem is for designers or programmers of PV13 to create all possible scenarios that can happen (looting, killing, etc...)and implement them in the game, because you wouldn't believe how much a human mind is creative...
for example...guarded town...no stealing or anything - shot down on site...a player walks near you packing 2-6 dynamites, and blows himself along with anyone around...then his friends (acting as neutral bystanders) come along and loot the stuff...this player may be punished somehow...but he and his friends can take turns etc...
I wonder if system like a jail would work here, like for doing something you get thrown or resurrected in jail for a period of game (or real) time - with an option that some group can get you out if they manage to shoot/steal/bypass the guards or sheriff...
You can set traps on doors or mines(infantry/vehicle) on the door entrance to a shop or a bank, or even remote demo charge...
Also I wonder if there will be a system for reputation and stuff...so for another example someone could build a super goodie reputation, and then walk freely in town and shoot anyone until his reputation drops, few quest up on the horse again...
At the end maybe there will be some places like this but after a few updates because of human creativity...
