So far I've talked with Arcade about the vertibird, The Fort, and Dr. Thomas Hildern, but how many things do I have to do before I can start the quest.

Wrong section, And you must be tasked to find the BoS in the main quests.

You have to have beaten The House always wins PArt 7. Then he will talk to you about starting the quest.

You have to be at certain point in the main quest. It depends on each playthrough, but for NCR you have dealt with/be dealing with the Brotherhood. For Yes Man, you have to finish Wild Card: Side Bets.
