For the Republic II Possible Bug [spoilers]

I have been tasked to deal with the Brotherhood for the NCR. I finished off the Van Graffs and have become a member of the BOS. However, I believe I should have an option to organize an alliance between the NCR and Brotherhood. However, no such option exists.
