I cannot get this portion of the quest to work for the life of me. No matter what I do I cannot get the Khans to ally with the NCR

even following all the directions on the wiki to the letter I'm still stuck at the same point:

- I talk to Moore, she gives me the questo eliminate them
- I go to RRC, talk to Papa at the table, exhaust all dialogue, talk to Karl, talk to Regis, mention the NCR and so forth, leave the house
- outside Regis then gives me the quest to break the alliance with the Legion by talking to the other 3 lieutenants
- First bug: get a Quest Update for For The Republic Pt2 to talk to Moore about an alliance, she has nothing to say about it
- Do that run around, show Karl's diary to Papa, they kill him, talk to Papa to break the alliance and ask him if he wants to join NCR, he threatens to kill me
- Quest update to talk to Regis about alliance, again, which I do so
- Second bug: Quest update on Oh My Papa to talk to Moore about the alliance, she still got nothing

again and again it's the same problem, I get to the point where Moore will say nothing else to me until I complete her quest or until I complete Oh My Papa to convince the Khans to leave. Twice in two separate quests does she not talk to me about an alliance when she should

I'm on XBOX so no console commands. Has anyone here been able to get the Khans to side with NCR? Have you done it multiple times? How did you finish Oh My Papa? ANy other troubleshooting tips would be great

I think you can finish it by killing Papa Khan, that's the way I did it. You could try that if you can't find another way to get it to work.

unfortunately I cannot get that to work either

when I kill Papa I fail Oh My Papa and Regis will not say anything to me at all

I think the main problem is getting the "alliance" dialogue options from Moore but she won't offer them and I cannot figure out why
