I beat the boss that splits into 3 and pick up the fragment from his dead body and it updates the quest saying I completed it but no new quest. It is still in active quest but no new instructions as what to do next. I played a bit thinking it has to update but never did. I replayed a older save before the boss and rebeat him but same thing. What am I missing or the game bugged as I think it is?

New markers show up when you leave the dungeon for that quest I think.

Also, if you're not a mage, you cannot complete this quest even if starts anywhere just by reading a book. Odd design decision or oversight.

Did you goto the Cave inside the waterfall? I think it was called Reachrock. There is a book there that gives you all the quests on this quest if you read it

have you tried to combine it at the pedestal?

I have all 3 fragments and all parts of quest finished. As stated i played a bit after and no update to quest. I am a Mage. Where is this pedestal at as stated it gives no new quest line to point to what is next. Thanks

It's in a cave behind a waterfall on the road from Markath to Falkreath. If you picked up and read the notes from the dead mage guy, you should have the locations marked on your world map.

Ok riverrock I think it is. That's where I got the quest to start with. I'll try that thanks and ill post back if completed or not.

Gamenubs u was right on the name reachrock. I beat the rather easy ghost and got the amulet to finally complete the whole quest. That is a rather major bug in a game that took forever to get to retail. I hope it don't bug out on a main quest like that. Don't know if it caused it but I was doing this quest when update 2 came out just food for thought.
