I use ice as my main magic and so do some mages in the game. But when they use it on me not only does my stamina go down but I also slow down completly but it does not have this effect the other way, they seem to take it like it is nothing.

something about how the bad guys spells level with them but yours do not - Frostbite is stuck at its crappy original level. Sorry.

The frost damage enchantment does damage to health and stamina. My guess would be they use that spell for their attacks instead of the straight frost damage.

I too have noticed a mobility penalty with ice spells from enemy mages. Sadly, I can't get my ice spike to do the same. Truly I tell you, this is bogus!

http://www.uesp.net/wiki/Skyrim:Frostbite#Frostbite According to effects and description It damages stamina also, the same way the enemies frost attacks do. All the frost damge should. They also add a "slow" effect 50% for 3-5 seconds. Like when you get hit by enemie ice storm. I fought a master ice mage on a warrior character soon after the game came out, and I couldn't even get close to him. I moved at snail pace as he ran backwards and spammed ice storm.

What the op is trying to say is why doesn't player frost spells slow enemies down the same way enemies do to you. I havn't payed attention if the enemies slow down or not. If everything is working correctly then it should work. But as we know with TES games, you CANNOT assume everything is working correctly.

Apparently this is yet another funtion that is incorrectly...functioning. La bug.

Yes enemies slow down with hit with Frost spells just like you do.

If i rembember correctly though, the Novice level Ice Spell Frost bite DOES NOT have the slow effect on it.

however all other ice spells do.

I pummeled a giant with Ice Storm the other day and after 2 hits he could barely move (Giants have 33% Resist Magic by the way) So the slowing effect does in fact work.

its like all things in video games, when you slow an enemy it seems like it doesn't last long, but when you get slowed it seems to last forever....of course...its last the same amount of time both ways...it just seems to last longer on you because your usually trying to frantically get to cover or something :)

I just finished a 2 month long pure Ice Mage playthorough...Ice Magic slowing effect does in fact work...it works to well to be honest...The slowing effect of Ice Magic makes it easily the most powerful form of Destruction magic as you can take an enemies mobility pretty much away from them alltogether and leave them sitting ducks...
