I'm trying to finish the Civil War quests for the Stormcloaks and I'm supposed to kill all the enemies in Fort Snowhawk but when I go there I can't find anyone. I've been all over, inside and out and the place is deserted and I can't finish the quest until I kill someone...WTF

sounds like a bug. you on pc? you could use the console to force-close the quest

No, PS3 and extremely jealous of the PC version. I also lost my wooden mask when I decorated my house in Windhelm

"A much simpler way to complete this is to attack Jarl Ravencrone until she has no health. This will not kill her, but will tell you that you've completed the quest." - this is what the wiki says - maybe give it a go?
