Can anyone tell me where I can find enchanted gear with fortify alchemy? I consulted the UESP Wiki, but it only lists the gear, not where to find it.

It's all random from stores. The clothing/jewelry store in Solitude (the name escapes me) is a good place to search, just keep waiting until the inventory refreshes. If you're after an item to disenchant, the Dark Brotherhood questline can give you a +15% alchemy ring rather quickly.
