Could someone post the best ingredients to create these two potions?

Not sure what you mean by best but any 2 of the following will give you your potions:

Make Fortify enchanting potions
- blue butterfly wings, hargraven claw, snowberries, spriggan sap
Fortify Smithing potions
- blisterwort, glowing mushroom, sabre cat tooth, spriggan sap
