Put the vampire drain spells into a levelled spell list, add this to an actor as their ownly spell, give them no weapons (In this case, I used the Dragon Priest).

Actor does not have a spell in game.

Give them a spell not via the list, and it uses it.

Only seems to affect drain spells (destruction we know works, as bandits use lists for their spells)
