FPS Issue, Possible Bug?

It is hard for me to say whether the sudden FPS drop is basically my computer becoming rusty, my specs not reaching 100% quality or a possible bug.

Possibilities:

My computer:
- I have had issues with this computer ever since I got it, I purchased it about a month ago, have been using it for about three weeks. There have been issues that should be considered quite dangerous, during my first time start up for the computer I had to do several attempts in order to finish filling out the first time configuration; the computer would simply freeze and shut itself down.

* When turning on my computer I sometimes get this message; '' Reboot and select proper boot device '', but after another attempt I am normally pass through.

* If I turn off my computer, and turn it on a few hours later I can expect with a 99% probability that the computer will get system issues not too long after it has finished loading the deskop complete. Normally it causes running programs to crash, nothing responds, it freezes and a message pops up on a blue screen; '' A problem has been detected and Windows has been forced to shut down to prevent damage to your computer... ''.

* Sometimes it forces a disc check on start up and then it removes / uninstalls programs like Google Chrome and other programs that is literally meaningless to the technical issues.

My Specs:
- I know, at least, that my specs are pretty good. They have been tested and can run most games pretty smoothly.

i5 - 2500 3.30 Ghz (Quad Core).
Sapphire Radeon 6850 2GB.
DDR3, RAM: 8GB.
1 TB of discspace.
ASUS P8Z68 - V LX (Motherboard).

I do use 1920x 1080 resolution.

The first time I ran Skyrim on Ultra it went good and smoothly, however lately now I do notice some FPS drop. What do you think about my specs regarding this issue?

Bug (?):
I have do have some mods, the only graphic enhancing ones are ENB series, Sunglare and the offical texture pack DLC from Bethesda.

I did notice today that the draw distance suddenly was short. Perhaps 100 feet away or less it looks like some complete LOD disaster. I did use some .ini tweaks in order to fix this, noticed that I didn't have any ''uGridsToLoad= X'' setting in the .ini file so I had to add one, but setting it up so that it look as good as it did the first time I ran the game seems to give me quite the FPS drop now, I have been forced to turn shadows down to Medium in advanced options for graphic configuration.

( It would be very appreciated if you got mention some tweaks or settings that will increase the performance without having an extreme noticeable decrease of graphics ).
