In my opinion, the best way to form team is by playing online and meeting others.

If you are looking to either join a team, form a new team, or recruit for an existing team - I encourage you to use the in game 'competitive' setting in FreePlay. I believe this is being underused at the moment...probably because many are impatient - jump in, 'waiting for players', bail, on to try another play-list...probably vs. bots. I understand people are looking to play, but if everyone bails on a comp room before it takes it will never have a chance cause of a bad rep. Let's change that.

Competitive settings are basically 5v5, Open Chat, and no bots. A great way to get a feel as to what the comp scene can offer.
