Free Thorald from prison?

Is there a way I can free him without killing anyone? On the quest it says to find a way to free him. When I go to Solitude and speak with Tullius he says it is not possible, even after I have helped them with the fight. Thanks

I ended up trying to free him all stealthy like... didn't work.

There's a guy on the 2nd floor of the embassy, right after the stairs, that doesn't budge even if you have a maxed out Voice Redirection Thu'um (bullcrap if you ask me). Unless you have a high enough stealth skill to be virtually silent and a lot of invisibility potions... I don't see it.

Nope. Apparently they added a way to the game, but it's bugged so it is impossible to free him without fighting your way in. Which I have no problem with, screw the Thalmor.

It seems that there was supposed to be a peaceful option, but it was unfinished. You can obtain a "Letter from Tullias" securing Thorald's release through console commands but not through any real action. In addition, nothing changes with the Thalmor dialouge if you have the note or are wearing legion officer armor or anything. You can use sneak and invisibility to slip in but there's no fully peaceful option currently available.
