I have the same issue although I have owned Fallout 3 GOTY edition for a while now. Recently wanted to play it a few times and gave up due to immediate repeatable lockups every time I try. After some troubleshooting with video options and some of the thread options I have yet to find some evidence of the cause. (edit)
I also tried reducing my cores to two and finally to one through msconfig settings. No luck, not even for the single core mode!
My system info follows, but talk of "not the specific supported hardware and software" instead of positive feedback does not progress the resolution. There are generally accepted standards in the gaming industry, and supporting only specific out-dated hardware is unacceptable. Plenty of old games run on the following system so please provide helpful information that may lead to a resolution. Don't turn FO3 GOTY edition into the awful black-eye for the industry Max Payne turned out to be.

Still searching for some facts to post about the issue. Looking for possible display driver related issues. I noticed I last longer if I do nothing (no input) and once I fire at some super mutants LOCK.
Skyrim does run without a hitch on the same system.
