Frequent Loading Screen Freezing

Recently my game has locked up frequently on loading screens. Whether it's saved games, large cells, or small cells, I get frequent and random freezes. Is there something wrong with my load order?

Do you mean during cell transitions or when the loading screen when you start the game? I see you don't have a merged patch or a bashed patch. I'd start with one of those to see if it fixes the issue. Also, doesn't the Nevada Skies readme say that any timescale mods should be loaded after it?

Cell Transitions mostly, I get some when loading saves as well. The game also crashes quite a bit.

What's the simplest procedure to creating one of those patches?

Simplest way is probably to use FNVEdit to create a merged patch. Just download FNVEdit from the Nexus then follow the 3 step instruction I listed http://www.gamesas.com/index.php?/topic/1195000-mod-issues/page__st__20.

I notice you're using both project nevada and XFO, they essentially do the same thing so some of the xfo plugins are redundant. Notably the UnMSG ones and the perk every level one (these can be configures in PN's control panel) not entirely sure what the overlap may be in the other ones though and they may change things more to your liking though so you may want to keep them if you like XFO's changes overwriting PN's. Just be sure to use a bashed patch.
