I'm trying to get frost damage with my hand (like the fire damage), but I'm not sure how to get it?

I'm sure it's real simple, but I still need some help here

It is the frostbite spell you are looking for. You need to purchase it from a wizard or the general store in riverwood. It has no skill requirements so some Jarl wizard will sell that spell.

Once you have bought the book you need to "read" it from your book list to add it to your list of spells.

Addendum: Frostbite is probably more useful than flames at low levels, because it slows down the speed of attackers. You can slow them down enough to where they cannot reach you.

Like Udey said,Frost is much more powerfull than fire and spike.Since drains enimie stamina and health,also slows him down.Ice storm makes you move with the speed of a Turtle.

Well its not really, its the weakest to be honest. Most enemies are nords or draugrs, they both have 50% resistance to frost. The most powerful expert spell is incinerate (fire) and the most powerful master spells is lightning storm (shock).

It depends what you want though, the novice spells are pretty equal, against a mage use shock, against a warrior (non nord) use ice, and fire has the highest damage due to the burning effect.
