So Kodlak was slain, I went on that quest to retrieve the stolen axe fragments (and avenge Kodlak's death)... came back my follower said we should get to the funeral.

No funeral was there. I waited around, nothing. Talked to Alea she's giving me the quest "stealing plans" over and over again. I can't get out of that loop because Kodlak is no where to be found.

Not quite sure what to do to fix this.

I didn't have this issue, but I did have an issue where Kodlak's corpse at the funeral was naked. All those people there at the funeral, just to see an old man like Kodlak naked and on fire.
