Game Getting Choppy With 60 Fps?

Hi all! I love this game! But I've run into a problem when I enabled v-sync and forced 16x Anti-Aliasing (I know I can run it lol). The Problem is that when I fall or get a starfish stuck to my face the game starts to get choppy for a bit even though Fraps says the fps are at 60. It happens when I take minor damage mostly. Sometimes when I get shot. Its really annoying because I think it might be from v-sync and, for some reason, even when I force it off its still on! Those are the only times I've encountered this choppiness and it drives me crazy! I love being able to run games on MAX settings with frame rates never dipping below 59 and... well yea it drives me a little crazy when things look choppy but they shouldn't. My system specs are as followsE5200 overclocked to 3.8 (333*11.5) Stable for 6 hoursCrucial 3GB RAM DDR2 667 @ 1005 Stable 8 passes memtest 86+GTX 260 731/1484/1303 Stable one hour FurmarkCorsair vx450Hitachi 500GB SATA II 3.0Gb/s hardrive 7200RPMwhat I think the only relevant game specs are (according to Nvidia Control Panel)Anisotropic Filtering = 16xAnti-Aliasing Mode = Enhance the Game settingAnti-Aliasing - Setting = 16xQTexture Filtering - Quality = High QualityV-sync = Forced On (even when forced off or use the application setting frame rates are still limited to 60)Any ideas on how to fix this choppiness?

Also I forgot to mention..sometimes my game will get very choppy and my fps will consistently drop from 100 to 25. When I notice this all I do is run Spybot, so if you try using this once and a while it may help give you more frames as it did for me.I added some programs I frequently use with my computer too.

i built these two computers and im just wondering how much fps you think i can get off of both of them using dx10 and of course highest settings possible.q95504870x24gigsramother computer ise8600gtx2604gigs ramthanks again.
