Game not starting: steam issue?

I downloaded Fallout: New Vegas through Steam yesterday. When I went into Steam to play today, the launcher appeared. I changed my video resolution settings then hit play. The cursor changed to the thinking circle and then nothing. Now, this has happened on other games via steam so I knew to check the exe file. The game wouldn't even launch from the exe, so I figured it must be a file issue or something.

Next, I went into verify the cache. I get a message that 1 file is missing and will be downloaded/installed. However, after that download, the game still doesn't work. I restarted my computer/steam and still nothing. I tried deleting the game and re-downloading/installing. Still the same issue.

So, is this missing file a bug because of Steam or do I have a more serious problem? Before this comes up, all of my drivers are up to date.

Not sure what info I need to put, but:

Windows 7 64 bit
Radeon 5700 series v card
6 gb ram
idk what my processor is. (just had my bro put this together last summer with all new parts, so it is relatively new)
