Absolutely. Sony and MS impose additional QA on patches/updates. So you really want to deliver a rather polished patch to minimize any additional waiting time.
It's not so much QA as "waiting for the corporate bureaucracy to get around to it", but other than that you're spot on. Of course, the devs are under no obligation to hold the PC patch while the others go through the red tape - but that's not to say they won't.
I just wish they would State if they have a direct fix to the NPC lag issue or not. "along with a number of other issues being reported." dosnt rly state what issues. This could range from simple quests not completing / Unable to store items to crashing / saves and hopefully the NPC lag issue.
Considering how quickly the community solved the problem I'd imagine they know very well how to fix it, and could do so quite easily. The question is whether or not they'll actually implement that fix. Given Bethesda's history of ignoring well-known fixes for their games
even while the game is new and supported, I'm guessing we won't see an official fix.
