Game will not register right anolog stick

I'll make this short and sweet, since I am pissed off enough about losing 30+ hours of progress because of a lazy/non-existent Q&A team.

I entered the Brewer's Beer Bootlegging Basemant, looted it of all it's goods, and halfway through my looting found that the sound effects had stopped working. Undaunted by this, since what is a lack of sound compared to the numerous other annoying bugs I've encountered so far, I went to exit the basemant whereupon the game immediately locked up, forcing me to restart my console. I loaded the autosave from where I entered the basemant and found that I could no longer use my right anolog stick; this means no turning around, no looking up and down, and most importantly no exiting my current position since I can't turn around to face the door. I somehow managed to get out of the room by turning slightly while talking to a companion, only to find that the issues continued outside of the basemant as well. I tried to load a previous save to see if this bug applies to any of them, but so far none of them will load which leads me to believe they have been compromised as well.

Before you ask, yes, I did immediately plug in another game to see if it was a controller issue, and since the right anolog stick worked in any other game I tried it is a problem with New Vegas itself.

So, I reach out to the community to see if anyone else has encountered this bug, and to the moderators and other support staff for solutions. If there are none to find, then I'll be heading to my local game store where I purchased the game as soon as possible to return it and get a full refund because I don't like getting screwed out of my money by buying broken games.

I have run into this before with Oblivion and I shut the controller off while in-game and then back on and it solved my issue, if this doesn't work I would recommend actually contacting the customer support instead of just posting here.
