It's not possible.
First, neither Microsoft or Sony would allow it which makes the whole situation pretty much moot.
Second, its extremely unlikely that either the XBox 360 or PS3 has the necessary RAM to run the GECK. Remember that console hardware is streamlined for gameplay and there are some types of software they just can't handle well. In particularly both consoles have limited RAM - it's generally not a problem for gaming but the GECK requires far more free memory.
Third, the GECK is a Windows application. Not a program that runs in Windows, but a program built around Windows architecture. Neither console supports this so the GECK can't really be ported, it would have to be built from the ground up.
This has come up many times before, both here and in the Fallout 3 forum (and for that matter the Oblivion and Morrowind forums). It's shown up half a dozen times in here recently and if you poke around you can probably find one of these threads, I know I've answered this question in more depth previously if you want more details.
Since the short answer to this is "it won't be happening" I'm going to go ahead and lock this.
