Don't feel too bad, my first reward from him was an enchanted Daedric sword. Everything else was low level stuff, made no sense.

I think all the rewards from the Civil War quests are like that, it's all random leveled loot. The fact that he says he'll give you a sword and he gives you a shield is pretty lolworthy though.

I'm never shocked to see weaker equipment compared to what i've smithed myself, but usually the enchantments are decent. I just couldn't get over how random the hand-outs where.

I really should've joined the Stormcloaks. But the Stormcloaks have gay armour, which is why I joined the Imperials (Y)

Or maybe it's proof that the Imperials are incompetent and should not be in charge of Skyrim. They can't even tell the difference between a sword and a shield!

Thinking that arrows are swords wouldn't be a much better predicament. Thinking that daggers are potions would be outright disastrous.
