The wiki pretty much spells it out. Whiterun has the least expensive home. Solitude's place to live is five times as much as Whiterun's place, 25,000 gold.

Basically, to get a home in any of the cities, you go there, talk to the Jarl or his/her steward, do whatever quests they ask of of you (which may also include "Help the People of $REGION" which means to talk to people in the city and find whatever quests they need done and do them), then pay for the house.

Get involved in the big quest of the hold.

Markarth -> Forsworn Conspiracy
Solitude -> Potema
Winterhold -> Civil War/Blood on the Ice
Whiterun -> Dragons
Riften -> Skooma Trade
Dawnstar -> PLAYER_HOUSE_DOES_NOT_EXIST

Afterwards, talk to the jarl and they'll bring up wanting to make you thane. You might have to do some minor quests in the area first before they allow you to purchase the house(You'll get a counter of how many you need)

You can get a house in any of the major cities, or if you don't want to live there, find a town you like, find someone you can marry in that town, marry them, and then you have a house in that town

Lol, triple-fixed. And that was Windhelm, not Winterhold for Blood on the Ice.

* The Arch Mage's quarters become yours for free.
** Dawnstar Sanctuary becomes yours for free.

Dawnstar -> PLAYER_HOUSE_DOES_NOT_EXIST

There is player housing in Dawnstar, you just have to pay for it in blood

I like living in Falkreath. Like another person said, find someone available for Marriage in your chosen city. Do their Quest, marry them and choose to live in their house.

Poof. Free housing (mostly free...) and your new Husband/Wife will open up a shop in your home. Extra shopping/selling options in your chosen city = bonus (plus you get a cut of the profits, that's never bad. ;)).

Hm, perhaps he confused Riverwood with Falkreath. http://www.uesp.net/wiki/Skyrim:Camilla_Valerius is the only candidate I can think of in that neck of the woods. On a PC, of course, the options are greater.
