Getting 10 FPS max

Hello, I purchased Fallout New Vegas recently and it arrived today. I installed the game and clicked play and from the very beginning FPS doesn't get above 10. Ive updated my graphics drivers to the latest, but didn't make a difference, Ive also tried different variations of graphics settings but still no difference. I played Fallout 3 on Xbox numerous times and enjoyed every minute, even bought it on PC so I can enjoy the wonderful mods. I appreciate any help or suggestions you can give, because I am puzzled on what to try next. I have no problems running any of my other games.

Here are my system specs.
CPU: AMD Phenom II X6 1090T
RAM: 10gb Patriot 1333mhz
GPU: XFX Radeon hd 5870
OS: Windows 7 Professional 64bit

Have you installed the patches? In the unpatched versions there was a bug that caused bad framerates.

Correct me if I'm wrong but isn't steam supposed to update the patches automatically? And if it some how didn't update Fallout how would i get it to update? Thanks for the reply.

Yes, it should do so. Just in case you had disabled automatic update, or put Steam in offline mode, or something.

I checked to see if updates were disabled they were not, I verified the integrity of the game cache and it says 1 file failed, It said it downloaded 0bytes. I tried one of my friends game saves and strangely it worked. But my brand new game save didn't. I tried to start a new game and the terrible frame rate was still there. I reinstalled the game checked the integrity of the cache this time it actually downloaded something. Tried my game save again didn't work, started a new game and it worked! I am puzzled to why my friends game save worked and my new game save didn't. Makes no sense to me.
Update: For some reason now I have to load the save twice for the tremendous low frames to go away.
