A. You need an Amulet of Mara, and someone willing to marry you.
B. You spouse will open a shop and you can get 100 gold a day, which will stack up if you don't get it every day.

Go to the Temple of Mara in Riften and start by buying an amulet of Mara from the redguard. He might be in the Inn though.

Do a favor for whoever you want your spouse to be. And wearing the Amulet a option should come up after you do the favor.

If you have an amulet but haven't talked to Maramal yet, the option still won't be available. Talking to Maramal about Mara is what opens up the marriage option. If you get to the spot where he offers to sell you one that's far enough. You can ignore him after that.

Choose your spouse carefully because some of their 'favors' can get bugged or cause bugs. If you don't want to risk spoilers by clicking that link you can ask pointed questions here and we'll answer them. :P
