It says that I am supposed to get a 15% increase to Speech called Gift of the Gab by doing the first quest in the Bards College. However, I didn't get it.

Any idea what I need to do?

It seems it, and Archmage's Authority, are supposed to be in-game but aren't. Whether they are in game and bugged, or not in the code at all, no idea I'm afraid.
