I mean wasn't Mathieu Bellamont (don't think that's the right spelling) one of the greatest "villains" (don't really think it's villainous to take revenge on the people who beheaded your mother) of all time ???

Yeah but it's only on one playthrough.. Just start another if you want a more populated world. You also need to follow a pattern, you can't just go spree killing, you need to kill over time like a real serial killer, and follow certain rituals with the body and the way you kill them.

i recently read a thread where players stayed at lvl 1 and never lvled up. means no perks and magic, health and stamina stay at 100. its a very interesting idea and once im done with this play though that im doing im going to do

Some ideas I've done.
The Pacifist Monk (Illussion, blunt weapons, monk robes. Restoration. Always bring a follower with you. Avoid open combat as much as possible. Let your hired hands do it for you.

Archer + conjuration. The character I built for this class was a stuck up rich girl from the imperial city. She's good in battle, but knows nothing about getting her hands dirty, thus why she uses conjured spirits and bows so she doesnt have to soil her hands with "barbarian work".

Dual staffs + conjuration + enchanting + Trainers. I havn't actually tried this one yet, and I'm not sure how long it would be viable, but basically you pay for your magic ability rather than have it inborn as a talent.

Bound weapon + alteration warrior/mage hybrid

One handed weapon and open palm (no shield, magic ect)

Wild Khajiit. Cannot go into town. Must find everything you need in the wilds. This is a pretty fun build.

Serial killer would mean you had more ritualistic kills. Possibly even making the murders seem like suicides. Maybe creating something based off the first known American serial killer(he would take women into his mansion and... Well... The place was basically a giant torture room) or base your character's actions on Albert Fish. Be sure to send a disgustingly evil letter after finishing the meal.

This reminds me of my first really horrifically filthy vile character I played in FO3.
He had just finally snapped, and it was around Moira. It was at that point I realized, much to my surprise and slight repulsion, you cut cut limbs off of NPC's.
He made a mess of her, then walked out calmly.

Yes the cutting off limbs of corpses came as a surprise to me in F3.

At one point I filled the bathtub outside of Megaton with nothing more than Torso's.

The first guy I killed was the old man who sat looked after the water in Megaton, can't remember his name, I sneaked up on at night when he was sitting in his chair and stabbed him right in the skull.

I wore a baseball cap and glasses, had a beard as well. Wore pre-war clothes.
