Good PC, Low fps

I just bought this game from Steam but then I realized that no matter what graphics settings I have, I get terrible frame rates (less than 10 fps) when there are npc's near me. I have tried the d3d9.dll fix but it didn't help at all. I have also tried ToggleEmotions console command but it didn't help either. Is there any fix to this problem?

My PC:

AMD Phenom II X6 1055T
ATi Radeon HD5870 1GB (With the newest 10.11 Catalyst drivers)
4GB DDR3 1600Mhz CL 9 RAM
Windows 7 64-bit

- No errors in DxDiag
- No mods installed for New Vegas

I can play all other games with very high / ultra settings (BFBC2 and such) so I assume New Vegas should run fine too. I just hope I didn't spend 50€ for nothing, because the game is unplayable with that kind of fps.

just wait for a patch mate thats all you can do this game is the most bugged game ive ever played by far, just terrible by bethesda, remind me next time to wait a minimum of 2 months after release date to get there next time!

Post your DXDIAG- the error checking function is not why they suggest you run it. It will give a relatively thurough rundown of driver versions and codecs as well as your hardware profile.

Also, what processes/programs are running in the background? What anti-virus software might you be using? Some suites have been known to cause issues with the game.

had to format and reinstall with no programs other than steam and the game installed to get it to work halfway decent. its worth a try if you tried everything else.

Two things I can suggest. First reset your codecs so you're using the ddshow defaults. Second set your region to the US or Canada. Don't ask me why, but it's screwed up. I use Canada/Japan Locale, and if I leave my locale setting on Japanese, NV runs like a pos.

What version of the game is it? There is no reason for terrible framerates around NPCs as you describe unless running the original shipping version. I'm not trying to be rude, but did you really buy it from steam or download a pirated copy of the unpatched shipping version?

The version is 1.2.285 or something like that. Steam says it is up to date. And yes it is a full steam version, not a pirated copy.

had to format and reinstall with no programs other than steam and the game installed to get it to work halfway decent. its worth a try if you tried everything else.

Reformatting is the most drastic option you can take and should ONLY be done as a last resort.

Plus it is unlikely it will solve anything.

You have an ATI card, and many of us ATI users are experiencing terrible framerates after the most recent patch. So there's probably nothing you can do, just wait until bethesda patches it back to how it was before.

solved all kinds of problems for me. It could have been problems with the 2 SSDs. I zero filled the drives with HDDErase, clean install, now I only get CTD once every 12 hours of gameplay. Alot can happen with the runtime library, direct x, codec over time.

I'm not going to reformat for a game that is filled with bugs. If I had known about these issues, I wouldn't have bought the game. But since I already bought it, it would be nice to get it to run properly but without reformatting.

i can understand that, you shouldnt have to do that. i agree, just a suggestion, as i would suggest a format and reinstall every so often anyway just for normal maintenance on a PC. Some people do it most dont.

Frame Rates will go down around lots of NPCs, but not as much as you are seeing.

Have you tried a strict clean boot to eliminate any background apps/anti virus getting in the way.

http://support.microsoft.com/kb/929135 (you can undo this as easy as you do it)

Also, try running the game in XP Compatibiliy Mode (though I doubt that will make things better)

Weirdly enough, try unplugging your internet connection while playing the game (you can play in offline mode so all it needs to do is access the Local Steam Client, not the Steam Cloud)

And, do you have the optimal drivers for your video card installed? Do you have the Chipset drivers for your motherboard installed? The last is overlooked more than you think it would be.

I didn't try clean boot yet but I disabled anti-virus and anti-spyware. I also tried XP compatibility mode. Still terrible frame rates. Actually I noticed something. Sometimes I might get a stable 60 fps when I stay in the same area for a longer time but when I start to move and the game loads new objects (especially the NPC's), the fps drops below 10 or so. But still that shouldn't happen because my computer is way above the game requirements.

And yes I have the newest AMD Catalyst 10.12 drivers installed and I have installed my motherboard chipset drivers (that was the first thing to do after I installed Windows).

You don't want to do my suggestion but I'll bring it up anyway.

Reinstall Windows.

There is no reason your PC should be running with FPS that low. Short of software issues.

I have a 5870 as well, 2 actually but even when I turn crossfire off I get damn near a solid 60 FPS. (55-60 on transitions.) Admittedly, I had to OC my new I7 950 to 4.0Ghz otherwise it would drop (Or bounce) into the 30's on the strip at times, then it would work it's way back up. Especially when looking at the Ultralux or Lucky 38 were the Follower lady stands.

This game is heavily dependent on the CPU, as my CPU OC can attest to. If you have it in you, try OCing the CPU.....after a Windows reinstall.

Otherwise at this point I think your done. A patch will not fix this issue. It is something to do with your rig. Not trying to be a [censored], but just how I see it.
