Got some questions about Cards and Repairing.

Hi, I'm new to fall out series, I've been playing NV for sometimes now, such a great game IMO.

I got some questions

What are the uses of cards?
So far it does nothing but make my inventory management harder, and It seems that I can't move it to container(s) in my house due to bug that I will lose it upon getting it back

and other thing, Is there any other way to repair weapons other than with NPCs or with Weapon Kits, for global achievement statistics it seems that doing so is very easy.
and what about armours?

You got the Caravan Deck, right? Cards are supposed to be automatically added to your caravan deck. There's a bug that prevents this. Far as I know the fix is to give the cards to a companion/put them in a container and then move them back into your inventory. Then they'll be added to your deck and you can use them in the Caravan minigame.

You can repair weapons/armor with a second weapon/armor that is the same as the one you are trying to repair (ie you can repair a varmint rifle with a second varmint rifle.) Select the weapon in your inventory and hit R (on PC) with a second weapon in your inventory. The second one will disappear and the condition of the first weapon will improve. With the Jury Rigging perk, you can repair any weapon or armor with another weapon or armor that is the same type, not just the exact same weapon (so you could repair any Light armor with any other Light armor.)

I thought lost those cards by doing so.

If you help out Ringo in Goodsprings, he should give you a deck.

Otherwise I'm not sure how you get it.
