I got Trolled by Clavicus Vile

It's kind of depressing. He gives me the most bad-ass looking axe and then trolls me by making its swing speed ridiculously slow and not affected by my 3 bleeding axe perks.

Obviously it was intentional....but still, thanks Daedric prince of insidious wishes.

Whoa. I didn't know that happens... Glad I didn't take it, then.

Oh, and good cover for Beth's oversight. You might be right and it's intentional, but I'm inclined to think it's a mistake.

CV is pretty much the daedric prince of trolls and whiners. I'm frankly surprised he doesn't break into Never Gonna Give You Up when you talk to him. :)

The meaning of the axe is "regret" , so it was obviously intentional. Combined with the fact that he is the Lord of insidious wishes.

This. Though the perks aren't that great to begin with - hit something with an axe enough times to get the bleeding damage building up, and they're pretty dead.

There is a fishing technique called "trolling" where you slowly drag the lure or baited hook behind a moving boat or while walking down the river to make it seem like your bait is swimming to get bites. You can see why the term easily translates to the internet.
