How far can programs like photoshop go if you can't draw?

As an example, is the following something that is imply made by using some coloring "algorithm" to a photograph, or did the textures have to be changed pixel by pixel?

I have never used photoshop so I wouldn't know. I use Gimp and I suggest you try that first before photoshop. It's basically an advanced paint.There is lots of good tutorials online for it and you don't have to be good at drawing to use it. Here's their site http://www.gimp.org/

Looks like an HDR; multiple photos at different exposures laid on top of each other with fancy witchcraft.

You can be a graphic designer without being able to draw much freehand as long as you have good taste and a passion for design. :shrug:
