There is a way to get them to ally with you directly instead of the best ending where they leave. When you convince Papa Khan to break the alliance with the Legion, you must say the option close to "The Great Khans are dead, shadows of their former selves, don't bother trying to be great" etc. which will make them suicide bomb the Legion during the Hoover Dam fight. Hope this helps.
