How do I get this guy out of prison?

This frustrated the hell out of me too, since it seemed like the only way to do it was to go in and kill everyone. There is one other way though:

You have to get a full set of Legionnaire Armor and talk to the guard outside Northwatch Keep while wearing it. When you do, there should be a dialogue option telling him to release Thorald. Apparently you can find this armor if you help the legion in the civil war. I wasn't able to find the armor anywhere else, so I ended up just going through and killing everyone anyway.

Is this right? The wikia reckons the peaceful solution is buged. I might give it a go. Which version of the Imperial armour do you need?

i think that version is bugged, when i found out that i couldnt get ihm out peacefully that really bugged me, so i was forced to go and kick butt, porblem was i was like level 2 so i had to spend half an hour of spamming big health potions and running away :/

They are Thalmor, who wants to be peaceful with them, I left everyone of them in a pool of their own blood.
