When i first played through i remember having to go up to the top of the mountain to see them.. now its making me go down the bottom on the southern side???
Is this new or am i trippin?

I'm pretty sure that the quest marker points you to the direction of Ivarstead first, cause that's where the start of the 7000 steps are. That might be your problem.
