I was working through the Guess who quest where you have to help the doctor figure out the connection between the Stealth Boys and the Nightstalkers. When I got to the part where Lily volunteers for the testing nothing happens. The doctor goes about his business and engages in normal conversations as though the quest was not taking place, but Lily takes a place against the wall and denies conversation options by saying, "Not now, I'm helping the doctor with the experiments."

I've tried everything I can think of to get the quest to continue, but I'm really not sure what's going on. Any ideas? Is there a way to reset the quest?

i can name about 3 quests that are bugged lol hopefully next week they get fixed kinda its very annoying
